Teen smoking on school grounds ironic

This afternoon I happened to be driving down Ebenezer Road past Perry Hall High School just as school was getting out. Traffic was heavy with busses pulling out and student crossing the street, and I had the opportunity to observe some of the students.
I was appalled to see several groups of students smoking cigarettes.
The fact they were probably underage and smoking is bad enough.
I could not believe my eyes that they were smoking on school property between the bus loop and Ebenezer Road.
I find this ironic that as our state legislators are in Annapolis debating on whether adults will be allowed to smoke in bars and restaurants, that there are high school students outside puffing away. Is it because the school day is officially over that school rules do not apply? Or is it because they are outside smoking that makes it acceptable?

    I hate it when teens are smoking at my school. It not only makes the school look bad, but it kills the one doing the smoking. Teens dont need to smoke. tons of people smoke at my school, i wish it would stop.

    if they wonna smoke let them smoke .. its not your life its theirs

    I have tried smoking but after a wile the buzz went away and
    thats the only reason i liked it but i found out what is in ciggs then i
    quit because it wasnt right. alot of my friends at school choose
    to smoke but i dont.
